Scotty Hammond was sworn in as the interim District 3 Commissioner for Upson County by Probate Judge Danielle McRae at Tuesday’s meeting of the Board of Commissioners. Hammond will serve until the special election to fill the unexpired term of former Commissioner Rusty Blackston in July. Blackston resigned the end of last month to pursue the seat of Commission Chairman.
“It is a great privilege to be able to serve as an interim commissioner,” stated Hammond.
He is a Vice President with the Bank of Upson, where he has been employed for the last 35 years. He is currently Branch Manager of the Northside branch and has previously served as a member of the Recreation Board for Upson County for five years. Hammond and his wife Donna have one son and one grandson, who live in Jasper.
Judge McRae said Hammond was suggested to her as an appropriate person to fill the interim position.
“After talking with him, I thought that he is a very level-headed person and will be a good fit for this short term,” McRae said later.
Chairman Maurice Raines and the rest of the board welcomed Hammond and stated they were looking forward to working together.
In other business, the board unanimously passed a resolution in support of a transportation study for the East-West corridor from Macon to LaGrange, as well as beer and wine package licenses for Community Superette (424 Jeff Davis Road) and Hannah’s Mill Convenience Store (1403 Hannah’s Mill Road).
The approval for a beer and wine package license for Aroma Brothers Inc (383 MLK Drive) was tabled at the request of Commissioner Biggs. After hearing concerns from citizen Dorothy Reeves about having another establishment which sells alcohol in the neighborhood, Biggs noted that there are already some problems in that area of Lincoln Park with drugs and alcohol.
“If this community is already failing, then why add to it,” asked Biggs.
He also noted that he had concerns about the zoning since the building had been vacant for the last three years. He offered a motion to table the approval until the board could gather more information about the zoning of the establishment, to which the other commissioners unanimously approved.
