GBI called in to investigate missing money in Sheriff’s Department

A veteran Upson County Sheriff’s Department officer has been released from employment and the GBI has been called in to investigate more than $2,900 in missing funds from the Sheriff’s Department.

Upson County Sheriff Dan Kilgore stated Friday afternoon that Captain Lillian Williams, head of the Administrative Division and Warrants for the Sheriff’s Department, was released from employment on Jan. 25 following the discovery of $2,915 in petty cash and seized drug money missing from a safe. Immediately upon determining the money was missing, Sheriff Kilgore called in the Georgia Bureau of Investigations (GBI) to do an independent investigation. Kilgore said the GBI investigation is ongoing, and the outcome of the investigation will determine if any charges will be filed.

The funds were kept inside a locked cash box inside a safe in the Sheriff’s Department. Captain Williams was the only person at the Sheriff’s Department with a key to the cash box. Sheriff Kilgore, who took office on Jan. 1, said he asked for an accounting of the money on Jan. 25 and was informed that when officers went to check on the money, they found the safe door open and the money gone.

Captain Williams has been in charge of the funds for several years. Sheriff Kilgore stated that policy requires a record of all additions and debits be kept, and that there is written documentation on all withdrawals. He said that helped them determine how much money was missing. The Sheriff added that everything else has been accounted for and he has no cause to think any other funds have been compromised.

Captain Williams is a 25-year veteran of the Upson County Sheriff’s Department, having started there in 1988. As Captain, she was in charge of the Administrative Division and Warrants. Sheriff Kilgore stated that his Administrative Assistant, Teresa Dawson, is assuming Williams’ duties in the Administrative Division, and Sgt. Marie McDaniel will assume her duties in Warrants.
