I am proud to announce my support for H.J.Res. 62, the Stability, Security, and Fairness Resolution. This legislation, introduced by my colleague from Georgia Rep. Tom Graves (GA-14), would responsibly fund the federal government, while at the same time delaying and defunding ObamaCare for a full year.


Rather than relying on gimmicks or legislative trickery, this bill is a straightforward approach. It would include the three defense-related appropriations packages already passed by the House: Department of Defense, Military Construction and Veterans Affairs, and Department of Homeland Security. The remaining federal agencies would be funded at the post- sequester $967.4 billion – lower than the amount proposed by some of the other continuing resolutions currently floating around. Most importantly, the bill would completely defund ObamaCare through the end of the 2014 fiscal year and delay the implementation of the bill through the end of the 2014 calendar year.


We cannot continue to balk as Senate Democrats threaten to shut down the government over the president’s failed health care plan. This legislation provides the first approach of defunding and delaying ObamaCare for a full year that I truly believe people on both sides of the aisle can support. Even the Obama Administration has admitted that portions of ObamaCare are not ready to be implemented. The IRS has stated they cannot actually enforce the insurance subsidy eligibility provision and the White House has excused the business community from their mandate for one year. Whether you support ObamaCare or you don’t – and let me reassure you all that I 100 percent do not – you cannot disagree that implementing an estimated $1 trillion law when it isn’t ready has disaster written all over it. And if Senate Democrats want to shut down the federal government over that, then that is on their head. I am sick and tired of them passing the buck to the House while refusing to do anything of substance themselves.


I join more than 50 other Members of Congress in my wholehearted support of this legislation and I strongly encourage Republican leadership in the House to bring it up for a vote on the House floor. This legislation ensures stability by funding the government for the full fiscal year rather than yet another short-term continuing resolution. It gives security by fully funding our national defense. And it provides fairness by giving individuals the same treatment as American companies.
